Who qualifies
- Owners, operators or managers of commercial or institutional buildings in Ontario
- At least 12 months of consecutive energy data
- At least 750,000 kWh a year of electricity use, excluding industrial and manufacturing processes
- Baseline models that meet the program's measurement and verification standards
- No commissioning in the last two years, and not in an accreditation system that already requires it
The three phases and what they pay
| Phase | What happens | Incentive |
|---|---|---|
| 1. Investigation | A commissioning provider investigates the building, reports and drafts a commissioning plan | Up to $0.06/sq ft, max $50,000 or 75% of the provider's fees |
| 2. Implementation | You implement the measures in the plan | $0.03/kWh of confirmed savings, max 30% of annual electricity use or $50,000 |
| 3. Persistence | Training and monitoring for one year | $0.03/kWh of savings that persist, same caps |
That is up to $150,000 across the three phases.
Typical measures
Schedules
Cut equipment runtime and unnecessary lighting hours.
Set points
Optimize supply air, zone and setback temperatures and chilled water reset.
Air and water
Balance systems, optimize ventilation rates, fan and pump pressure control.
Repairs
Fix leaking valves, economizers and simultaneous heating and cooling.
Where we fit
The investigation is carried out by a commissioning provider authorized by the program. We help you check eligibility, pull together the 12 months of energy data the baseline needs, and decide whether commissioning or a Level 2 audit should come first. A free benchmark is a quick way to see whether your building is a candidate.
