ONTARIO EWRB · TORONTO ENERGY AND WATER REPORTING
What is EWRB? Ontario's energy reporting rule, explained.
EWRB (Energy and Water Reporting and Benchmarking) is Ontario's rule, under Ontario Regulation 506/18, that requires owners of commercial, multi-unit residential, institutional and industrial buildings of 50,000 sq ft (4,645 m²) and larger to report their building's energy and water use every year by July 1, using ENERGY STAR Portfolio Manager.
Toronto has its own reporting bylaw, Municipal Code Chapter 367, which reaches down to 10,000 sq ft (929 m²) from 2027. The two are separate submissions: reporting to one does not satisfy the other. Owners can authorize someone to report on their behalf, and that's what we do: we set up Portfolio Manager, gather your utility data, and file on time.

EWRB questions
What is EWRB?
EWRB stands for Energy and Water Reporting and Benchmarking. It is Ontario's requirement, under Ontario Regulation 506/18, for owners of commercial, multi-unit residential, institutional and industrial buildings of 50,000 square feet (4,645 m²) and larger to report their energy and water use every year through ENERGY STAR Portfolio Manager.
What is Ontario Regulation 506/18?
Ontario Regulation 506/18 is the provincial regulation that sets out the Energy and Water Reporting and Benchmarking (EWRB) requirements: which buildings must report, what data to submit, the July 1 deadline and the data verification rules.
Can someone report EWRB on my behalf?
Yes. Building owners can authorize a third party, such as Next Level Consulting, to collect the data and submit the report for them.
Which Ontario buildings must report energy and water use?
Buildings of 50,000 square feet and larger must report to the Province every year under Ontario's Energy and Water Reporting and Benchmarking (EWRB) program. Publicly owned buildings are exempt, and some other exemptions apply.
When is the Ontario EWRB deadline?
July 1 each year, covering energy and water use from January 1 to December 31 of the previous year.
Does Toronto have its own reporting bylaw?
Yes, Toronto Municipal Code Chapter 367. Toronto buildings of 50,000 square feet (4,645 m²) and larger report to the City annually by July 2, separately from the Ontario report. Buildings from 10,000 to 49,999 square feet (929 to 4,645 m²) file their first City report by July 2, 2027.
Does my data need to be verified?
Under Ontario's rule, buildings of 100,000 square feet (9,290 m²) or more need their data verified by a qualified professional in the first year the requirement applies and every five years after.
What tool is used to report?
