COST GUIDE · ENERGY REPORTING
What does EWRB and Toronto energy reporting cost?
The filing itself costs nothing. The cost is the time to collect a full year of data from every meter, and for larger buildings, the periodic data verification.
THE SHORT ANSWER
- Filing is free. Reports go through ENERGY STAR Portfolio Manager at no charge.
- The cost is the data: a full year of energy and water use from every meter and account
- Buildings of 100,000 sq ft and up also need the data verified in the first year and every five years
Who has to report
| Building | Rule | Deadline |
|---|---|---|
| 50,000 sq ft and up, anywhere in Ontario | Ontario EWRB | Every July 1 |
| 10,000 to 49,999 sq ft in Toronto | City of Toronto reporting | First report by July 2, 2027 |

What you actually pay for
- Collecting the data: 12 months of electricity, gas and water from every account, including tenant-paid meters where they're in the building's total
- Portfolio Manager set-up: the building profile, floor areas, property uses and meters, done once and then updated
- Quality checks: missing months, estimated bills and unit errors are the usual reasons a report needs correcting
- Data verification in verification years, for buildings of 100,000 sq ft and up
What makes it cheaper or dearer
Lower cost
One owner-paid meter per utility, bills in one place, the building already set up in Portfolio Manager, and no verification due this year.
Higher cost
Many tenant-paid meters, several gas or water accounts, missing bills, a first-time set-up, or a verification year.
Doing it yourself vs having it filed
Owners can file on their own; the time goes into chasing data, not the form. We collect the data, set up or tidy the Portfolio Manager account, check it and file it for a fixed annual fee quoted after a short call. Reporting is also the cheapest form of benchmarking: the same data shows how your building compares, which is what our free benchmark does in two minutes.

Quick answers
Does it cost anything to file an EWRB report?
No. Reports are filed through ENERGY STAR Portfolio Manager, which is free. Owners pay only for their own time or for someone to collect the data and file for them.
What drives the cost of EWRB reporting?
The number of utility accounts and meters, whether tenants pay their own utilities, how organized the bills are, and whether data verification is due that year.
When is data verification required?
For buildings of 100,000 sq ft and larger, the data must be verified in the first reporting year and every five years after.
