An SB-12 (Ontario's energy efficiency standard for new houses) compliance report shows a new Ontario house meets the Building Code's energy efficiency requirements, either by matching a prescriptive compliance package or by Performance Path energy modelling. Houses with windows over 22% of above-grade wall area must use the Performance Path.
The paperwork your permit needs, and often a cheaper way to build: modelling lets you trade features instead of paying for every prescriptive line item.

Route
How
Best for
Prescriptive package
Match every component to one compliance package for your climate zone and heating system
Standard designs with modest glazing
Performance Path
Energy model shows the design meets the required performance
Custom homes, glazing over 22%, cost optimization
Other acceptable methods
ENERGY STAR for New Homes (Version 12.6) or the 2012 R-2000 Standard
Builders marketing efficiency; buyers claiming CMHC Eco Plus
The glazing thresholds
Up to 17% of above-grade wall area: a prescriptive package applies as written
17% to 22%: a package can be used with upgraded window performance
Over 22%: the Performance Path is required
Climate zone matters too: Zone 1 covers areas below 5,000 heating degree days, including the GTA; Zone 2 is 5,000 or more.

Energy efficiency design summary completed for your building department.
Your building department's energy efficiency design summary, with either the prescriptive package selected or the Performance Path energy model results, depending on the route you choose.
When must I use the Performance Path?
When windows and glass doors exceed 22% of the above-grade wall area. Between 17% and 22%, a prescriptive package can still be used with upgraded windows.
Does the Performance Path need a blower door test?
Yes, when the design depends on airtightness below 3.0 ACH50 (air changes per hour at 50 pascals) (detached) or 3.5 ACH50 (attached); the test verifies it during construction.
